As a short person, this question is dear to my heart. Most tables and chairs are too high for me these days. Just doing a survey of average heights in a particular area might help. Sitting too low is bad for digestion. I live with tall people so height adjustable dining chairs is a great idea. We do it for computer work, why not eating. Count the number of below average height people in a particular area by survey, probably by phone.

you need to research what is already available on the market and like ann says do some kind of survey and depending on the type of chair (whether office, home, dining etc) you could carry out this survey in public places such as internet cafes or outside restaurants... hope this helps a bit... if it is for a project mention ergonomics (design around size and shape of people)
